The Health Data Platform (HDP), also known as the Health Data Hub (HDH), came into being by order of November 29, 2019. Its tasks
The tasks of the Health Platform, governed by Article L. 1462-1 of the Public Health Code, are diversified. They include several points. Firstly, the platform participates in the drafting of reference documents for the Commission Nationale de l'Informatique et des Libertés (CNIL). Secondly, it aims to gather, organize and share data. These data come particularly from the national health data system. Thirdly, the PDS makes it possible to inform patients, encourage and simplify the exercise of their rights.
Fourth, it helps to issue standardization norms for the exchange and use of health data. Fifth, the platform simplifies the sharing of health datasets showing minimal risk of privacy impact. Finally, the PDS supports, especially financially, project developers selected through calls for projects started at its initiative. This includes the creators of data related to the validated projects.
The " Informatiques et Libertés " stakes of the Platform
The CNIL has had many opportunities to assert itself on the development of the Health Platform. Indeed, the creation of the platform, precisely the nature of the processed data and their volume require "Informatiques et Libertés" bids. The commission has raised interest in its opinion on the draft law of organization and modification of the health system of January 31, 2019. The project presents the creation of the Platform. Advice on building a data warehouse
The CNIL has noted that the centralization of data at the level of the Health Data Platform needs to be modified. With the current state of health emergency, this decision requires the development of a health data warehouse. And this, with the aim of dispatching them to other processors. The commission recalled some points.
First, the operation of the Platform outside the framework of the state of health emergency will be determined by decree SNDS changed. Note that SNDS stands for Système National des Données de Santé. Then, the elaboration of the base is delimited by the decree of April 21, 2020 only during the state of health emergency. This one was declared on March 23, 2020. This base adheres in a specific context of emergency and management of a health crisis in progress.
